DOUGLAS B. WHITE has spent over 30 years in local government management working with full service cities in Mississippi and Georgia, which includes considerable experience in community and economic development. He has also served in a management and leadership role with a private sector utility service provider. His leadership abilities are enhanced with over 25 years of experience in the US Army Reserve and National Guard in both Senior Staff and Command positions. He earned the prestigious ICMA Credentialed Manager designation while working in local government.

JAMES V. BURGESS, JR. served as Executive Director of the Georgia Municipal Association from 1983 until 1995. Upon retirement he served as Mayor of the City of Social Circle from 1997 until 2011. He is a practicing attorney specializing in municipal law and also serves as a public policy mediator and consulting attorney in matters affecting local and state government.

MICHAEL B. BROWN is the principal of the Savannah firm of Brown Pelican Consulting LLC which serves numerous cities in Georgia. With over 40 years of experience, his local government management service includes City Manager of Savannah and City Manager of the Columbus Consolidated Government. Brown has a BA in Government and MA in Public Administration from the University of Virginia

JOHN HEWITT has more than 30 years management consulting experience with emphasis on financial and utility system economic analyses. He has performed and overseen innovative rate preparation and operating agreements for both the supplier and the customer. His ability to prepare partnership arrangements between user and provider includes electric power, natural gas, water and sewer services.

TYLER HEWITT has over 17 years of planning, design and construction of both water and sewer treatment facilities, water supply projects, water distribution systems, sewer collection systems, site development and master planning projects. His experience has allowed him to build strong rapport with the Georgia EPD and the US Army Corps of Engineers.
